Substance Abuse Professionals In response to industry demand, the Substance Abuse Professional Training Program was developed to provide specific information and guidance for employers, substance abuse professionals (SAPs), SA program administrators and other professionals who must monitor substance abuse programs, as required by the U.S. Department of Transportation regulations.
